Scientific seminar “Ensuring quality in examination and assessment of learning outcomes to meet program learning outcomes”

In his opening remarks, Dr. Pham Tan Ha affirmed: “Evaluating learning outcomes is an inseparable part of the teaching-learning process; it is one of the most critical stages that significantly impacts teaching and learning activities as well as examination and academic management in an educational institution. Assessing learning outcomes is not only meaningful for teachers and learners but also crucial for administrators. When learning outcomes are evaluated accurately and scientifically, meeting the learning outcomes of each module and each training program, the quality of education will be improved and enhanced, and vice versa.”

The seminar program focused on 4 main topics: (1) Theoretical basis for testing, assessment, and measurement of learning outcomes to meet program learning outcomes; (2) Principles of measuring and assessing program learning outcomes for undergraduate and graduate levels according to the AUN-QA Standard Version 4.0; (3) Experience in ensuring quality in testing and assessment activities to meet program learning outcomes; and (4) Continuous improvement based on the assessment of program learning outcomes. The seminar was moderated by a Presidium consisting of Dr. Nguyen Duy Mong Ha, Head of the Testing and Quality Assurance Office; Dr. Hoang Mai Khanh, Dean of the Faculty of Education; MSc. Nguyen Van Thanh, Vice Dean of the Faculty of Tourism; and Seminar Secretary, MSc. Bui Ngoc Quang, Deputy Head of the Testing and Quality Assurance Office, University of Social Sciences and Humanities, Viet Nam National University Ho Chi Minh City.

The first session of the seminar was presented by 04 speakers with the following papers: (1) “Theoretical basis for testing, assessment, and measurement of learning outcomes to meet program learning outcomes” presented by Dr. Cao Thi Chau Thuy, Deputy Head of the Testing and Quality Assurance Office, Head of the Pedagogy Department, University of Social Sciences and Humanities, Viet Nam National University Ho Chi Minh City; (2) “Principles of measuring and assessing program learning outcomes for undergraduate and graduate levels according to the AUN-QA Standard Version 4.0” reported by Assoc. Prof. Dr. Pham Van Tuan, Head of the Testing and Educational Quality Assurance Office, Ho Chi Minh City University of Technology, The University of Danang, currently an AUN-QA lead assessor and Vietnam educational quality auditor; (3) “Experience in ensuring quality in testing and assessment activities to meet program learning outcomes” shared by Assoc. Prof. Dr. Pham Huy Tuan, Deputy Head of the Quality Assurance Office, Ho Chi Minh City University of Technology and Education; and (4) “Continuous improvement based on the assessment of program learning outcomes” presented by Dr. Nguyen Hua Phung, Senior Lecturer, Ho Chi Minh City University of Technology, Viet Nam National University Ho Chi Minh City.

In the second session, focusing on general discussion about principles, processes, and experiences in measuring and assessing program learning outcomes, especially according to the AUN-QA Standard Version 4.0, methods of direct and indirect measurement, and how to develop and connect Performance Indicators (PIs) for program learning outcomes..., delegates and speakers had the opportunity to openly exchange and share practical experiences on quality improvement activities for training programs, testing and assessing learning outcomes, and developing appropriate learning outcomes that meet the requirements and standards of domestic and international accreditation bodies such as the Ministry of Education and Training, AUN-QA, ABET, FIBAA, etc.
Closing the seminar, the Organizing Committee hopes that this seminar, with a focus on “assessing learning outcomes to meet program learning outcomes,” has: (1) Attracted the attention of all staff, lecturers, scientists, researchers, and learners to the work of testing and assessing learning outcomes to ensure the quality of education, teaching, learning, assessment activities, and student support services; and (2) Created an opportunity for academic exchange, experience sharing, and proposing initiatives and innovations in ensuring and enhancing the quality of examination and assessment of learner outcomes to meet the requirements of quality accreditation standards of the Ministry of Education and Training and AUN, ABET, FIBAA, etc., contributing to fulfilling the mission and goals set by the University.
