The University issues regulations on postgraduate training funding support linked to scientific research and innovation

On June 16, the University of Social Sciences and Humanities, Viet Nam National University Ho Chi Minh City issued Decision No. 1087/QĐ-XHNV-QLĐT regarding the regulations on postgraduate training funding support linked to scientific research and innovation. The regulation aims to create a mechanism to encourage doctoral and master's students to participate in scientific research activities, scientific publications, and contribute to the scientific and technological tasks of the University and Viet Nam National University Ho Chi Minh City.
Strengthening the connection between postgraduate training and scientific research
According to the issued regulations, the subjects of application are postgraduate students of the University of Social Sciences and Humanities, Viet Nam National University Ho Chi Minh City, including doctoral students in doctoral programs and master's students in master's programs studying at the University. The regulation does not apply to joint training programs with foreign educational institutions and where degrees are awarded by foreign educational institutions.
Funding for training support is implemented through two methods. The first method is tuition support from the University's budget, intended for students who have not participated or do not participate in scientific and technological tasks at the level of Viet Nam National University Ho Chi Minh City. Under this method, students may be supported by the University with 50% to 100% of the tuition fee per academic year, based on the University's financial balance, the number of selected students, academic and research results, and related conditions.
The second method applies to students participating in scientific and technological tasks at the level of Viet Nam National University Ho Chi Minh City. The support is provided from the budget of the scientific and technological task, which may include tuition fees, research costs, and labor remuneration according to the student's actual level of participation in the approved task.
For doctoral students, the support level under the second method can be up to a maximum of 560 million VND/person/entire 03-year course according to the approved scientific and technological task estimate. For master's students, the maximum support level under this method is 160 million VND/person/entire 02-year course. Specifically for officials under Viet Nam National University Ho Chi Minh City who have already received tuition support from their workplace, the support level is determined based on the principle of not overlapping with the state budget.
Encouraging scientific publication and improving training quality
The new regulation not only creates conditions for financial support for postgraduate students but also focuses on improving training quality through scientific research, scientific publication, and participation in academic activities at professional units.
Students participating in the support program are responsible for completing the training program within the specified time, conducting scientific research, participating in research, teaching, and other academic activities as required. For students supported under the method linked to scientific and technological tasks at the level of Viet Nam National University Ho Chi Minh City, research results, scientific publications, and scientific products must be linked to the approved task, while ensuring the acknowledgement of the University of Social Sciences and Humanities, Viet Nam National University Ho Chi Minh City as the affiliation according to regulations.
Besides the benefits of receiving financial support, the regulation also clearly states the responsibilities of students, instructors, and related units during the implementation process. In case a student fails to complete the training program, does not meet the requirements for research, scientific publication, or voluntarily terminates participation in the support program, the University will consider the level of support, the recovery of funds, or handle each case specifically.
The regulation on postgraduate training funding support linked to scientific research and innovation is one of the important solutions to promote an academic environment, enhance research capacity, and improve the quality of postgraduate training at the University of Social Sciences and Humanities, Viet Nam National University Ho Chi Minh City. Through this, the University continues to affirm its development orientation of training linked to research, innovation, and academic integration in the new period.
