In January 2021, Mr. Joe Biden officially took office as President of the United States after a general election fraught with unprecedented incidents and controversy in the history of American democracy. Entering the White House, the 46th President of the United States inherited a number of domestic and foreign achievements from his predecessor, but at the same time faced many difficulties as the Covid-19 pandemic continued to evolve complexly, the US economy was in recession after the pandemic, and recovery prospects faced many challenges. The image and position of the US in the international arena and relations with a number of key allies significantly declined. The foreign policy team of President Joe Biden consists largely of familiar faces from Barack Obama's cabinet. Therefore, many opinions suggest that the foreign policy of the Joe Biden administration will be a "rehash" of the Obama administration, reversing many decisions of the Donald Trump administration.

However, the practical implementation of the Joe Biden administration's policies over the past two years in power does not show that. Although built on the foundation of liberalism and the traditional foreign platform of the Democratic Party, the foreign policy of the Joe Biden administration not only does not completely negate the path of the Donald Trump administration but even selectively continues some of its contents. In other words, it is impossible to simply label the Joe Biden administration's foreign policy as "Obama 2.0", especially in the current context where there have been many fundamental changes both inside and outside the US compared to more than a decade ago.

So what factors have influenced the process of forming and developing the foreign policy of the Joe Biden administration? How are the foreign policy theory and foreign policy identity of the Joe Biden administration expressed in policy content and implementation? What will be the trend of the Joe Biden administration's foreign policy in the final two years of its first term, and what are the implications for the Asia-Pacific region and Vietnam? The above questions were raised by the authors during the initial research process and were determined to be the main research thread, which are solved one by one through each chapter of the book US foreign policy under the Joe Biden administration and its impacts on international relations.
