8th Party Congress of USSH, VNU-HCM (2025–2030)

On June 14, 2025, the 8th Party Congress of USSH, VNU-HCM convened solemnly at Văn Khoa Hall. The event gathered 100 delegates representing over 500 Party members from 33 affiliated Party cells. As a major political event of the university’s Party Committee, the Congress reflected collective will, intellect, and aspirations for growth in a dynamic period of Vietnam’s higher education landscape.

Held in the lead-up to the 14th National Party Congress and on the 30th anniversary of VNU-HCM, the Congress reviewed outcomes from the 2020–2025 term, outlined strategic directions for 2025–2030, and contributed feedback to important documents of the VNU-HCM and National Party Congresses.

Delivering the opening speech, Comrade Lê Thị Ngọc Diệp, Secretary of the Party Committee (2020–2025), emphasized the 8th Congress not only serves as a forum for reviewing the past term but also as an opportunity to chart a bold, innovative course for the future.

She expressed hope that the Congress would lay the groundwork for strategic breakthroughs and reaffirm USSH, VNU-HCM’s leadership in Vietnamese tertiary education.

In that spirit, the Congress adopted the motto “Solidarity – Democracy – Discipline – Pioneering – Creativity”, which not only guided the Congress proceedings but also expressed a firm political commitment to a dynamic and sustainable development agenda.

2020–2025: A Foundation for Innovation

Looking back at the 2020-2025 term, the Congress highly appreciated the outstanding achievements that the entire Party Committee of USSH, VNU-HCM has achieved with its streamlined organizational and administrative model that involves academics, research, and community engagement. Expanded decentralization has enabled the university to have autonomy over its program structure, admission methods, and approach.

Academic programs were comprehensively renewed, from curriculum and admissions to learner-centered approaches focused on holistic citizenship development. Furthermore, the university enhanced its research capacity, international publications, and interdisciplinary collaboration on digital transformation and social impact.

Innovations in Party building included applying digital platforms to political education, and establishing a “Hồ Chí Minh cultural space” with immersive technologies. These efforts reinforced ideological and ethical foundations among Party members, faculty, and students, while spreading humanistic values among society.

Along with innovation in thinking, personnel work was carried out transparently, with a focus on cultivating a generation of young, adaptable leaders equipped for digital and multicultural environments.

2025–2030: Aspiration, Integration, Pioneering

The Congress featured four in-depth presentations from Party organizations, addressing topics such as education through Party cell records, joint coordination model to improve the student party cell activities, development of high-quality human resources, and innovation in political education amidst digital transformation. These contributions provided valuable strategic insights for future leadership.

Building on this foundation and the spirit of autonomy - openness - integration, the Congress set forth three strategic breakthroughs for 2025–2030: (1) innovating the university organization and governance model, (2) improving the quality of staff and (3) cultivating a humane, creative, and modern academic environment.

The ultimate goal is to position the university as a leading regional center for education and research in social sciences and humanities.

With a spirit of democracy, responsibility and high unity, the Congress elected a new 15-member Party Executive Committee, 42 official and 4 alternate delegates to represent the university at the 7th VNU-HCM Party Congress, for the 2025–2030 term.

Representing the new Party Executive Committee, Comrade Lê Thị Ngọc Diệp expressed gratitude and pledged continued efforts to harness collective intelligence, uphold traditions, innovate leadership, and ensure effective implementation of the Congress Resolution.

Comrade Vũ Hải Quân, Member of the Party Central Committee, Secretary of the VNU-HCM Party Committee, and Director of VNU-HCM, commended the university’s achievements in the past term, particularly in political and ideological education. He praised the university’s collaboration with localities, businesses, and international partners, seeing this as a reflection of forward-thinking leadership and strong execution.

He urged the Party Committee to continue streamlining governance structures, advancing interdisciplinary postgraduate training, and investing in strategic research projects that preserve and promote Vietnam’s cultural values.

With trust in the new leadership’s vision and unity, Comrade Vũ Hải Quân expressed confidence that the university will continue to contribute significantly to VNU-HCM as well as national development.

The Congress concluded with the unanimous adoption of the 2025–2030 Resolution, a strategic blueprint that crystallizes the Party Committee’s vision and actions for the new term.

With careful preparation and high political resolve, the 8th Congress successfully fulfilled its mandate, marking a vital transition. It opened a new chapter toward realizing strategic goals, strengthening Party leadership, and guiding the university’s development in the direction of autonomy, openness, humanity, and integration.

With high political determination, the spirit of innovation and consensus from all cadres and Party members, the Party Committee of the School will continue to lead USSH, VNU-HCM, making practical contributions to education, research and serving the country in the modern era.
