Groundbreaking Ceremony of the NV.B4-2 Building Project
On Aug 20, at Linh Xuân campus, the University of Social Sciences and Humanities, Vietnam National University Ho Chi Minh City (USSH, VNU-HCM), held the groundbreaking ceremony for the NV.B4-2 Building Project. This event marks a significant milestone by demonstrating the university’s commitment to enhancing infrastructure in support of training and research.
The ceremony was honored by the presence of Assoc. Prof. Dr. Nguyễn Minh Tâm, Vice President of VNU-HCM; Dr. Trần Anh Cường, President of the Trade Union; Assoc. Prof. Dr. Nguyễn Ninh Thụy, Head of the Strategy and Investment Office; Dr. Nguyễn Đình Hưng, Head of the Finance Office; and Dr. Nguyễn Quang Bảo Phúc, Director of the International Project Management Office.
From VNU-HCM’s member institutions, there were Dr. Trần Thanh Long, Vice Rector of the University of Economics and Law; M.A. Nguyễn Hoàng Dũng, Vice Rector of the University of Health Sciences; Dr. Nguyễn Văn Thái, Deputy Director of the Center for Physical Education and Sports; and M.A. Trần Văn Giao, Deputy Director of the Center for National Defense and Security Education.
Attending on behalf of the local government were Mr. Phạm Đức Sơn, Permanent Deputy Secretary of the Party Committee of Linh Xuân Ward. Partners of the project included Mr. Đinh Văn Thức, Director of Lập Việt Investment and Construction Consulting JSC (design consultant); Mr. Châu Ngọc Hiền, Director of Liên Thành Urban Construction Consulting JSC (project management consultant); Mr. Lê Hoàng Khuê, Director of Hoàng Thiên Construction Consulting Co., Ltd., representing the Hoàng Thiên - Miền Nam Supervisory Consortium; and Mr. Nguyễn Quang Khoa, Director of Solar Cons Construction Technology JSC.
Representing USSH, Dr. Phan Thanh Định, Vice Rector; Prof. Dr. Ngô Văn Lệ, Former Party Secretary and Former Rector; together with leaders of functional offices and students, were present at the ceremony.

In his remarks, Dr. Phan Thanh Định, Vice Rector of USSH, expressed pride and joy as the project officially commenced after extensive efforts by all parties. He emphasized that the building is expected to become a modern learning and research space while enhancing training quality. He also expressed gratitude for the close guidance of VNU-HCM and the collective commitment of faculty and staff throughout the project’s implementation.

Speaking on behalf of VNU-HCM, Assoc. Prof. Dr. Nguyễn Minh Tâm, Vice President, highlighted the special significance of the project as it coincides with the nation’s commemoration of major political events and the preparation for the 2025-2026 academic year. He thanked the units involved for their support and expressed hope that the project would be completed on schedule and with the highest safety standards.

Representing the contractor, Mr. Nguyễn Quang Khoa, Director of Solar Cons, pledged maximum effort to ensure progress, quality, and safety, and called for the continued support of the investor throughout the construction process.

In line with the Prime Minister’s directive to accelerate the disbursement of public investment capital, the NV.B4-2 Building Project has been approved with a total implementation timeframe of three years. Notably, the construction and equipment installation package - accounting for 83.5% of the project’s total investment - has been committed by the contractor and investor to be completed within 165 days, ensuring compliance with the 2025 public investment disbursement plan.
