University of Social Sciences and Humanities, Viet Nam National University Ho Chi Minh City works with Quy Nhon University on library activities, e-learning, and digital transformation serving learners

On the afternoon of December 25, 2025, at the University of Social Sciences and Humanities, Viet Nam National University Ho Chi Minh City, Saigon campus (USSH, VNUHCM), the Information Center, Library and Museum (the Center) hosted a working session with a delegation from Quy Nhon University led by Dr. Nguyen Thanh Binh - Project Manager of Project 6 (SP6) under the IUC program.

Based on the previously signed Memorandum of Understanding (MoU) between the two universities, the working session focused on in-depth discussions regarding libraries, information technology, e-learning, and digital transformation in higher education. The meeting took place in an open and frank atmosphere, with the attendance of representatives and professional staff from USSH, VNUHCM, including Dr. Bui Thu Hang - Director of the Center, Ms. Nguyen Thi Thuy - Deputy Director, Mr. Vu Nguyen Anh - Deputy Director; MSc. Nguyen Thanh Huy - Deputy Director of the Informatics Center; MSc. Nguyen Thi Ngoc Khanh - Deputy Director of the Student Affairs Office; MSc. Nguyen Thi Bich Ha - Deputy Director of the Academic Affairs Office; Dr. Phan Thi Anh Thu - Deputy Director of the External Relations and Science Management Office; and Dr. Duong Thi Phuong Chi - Deputy Director of the Faculty of Library and Information Science. The two sides shared experiences, implementation models, and practical issues in the process of developing modern library systems, e-learning, and digital services for learners.

Regarding library content, representatives of USSH, VNUHCM introduced solutions for sharing and exploiting digital resources, aiming for shared electronic databases, co-purchasing resources, and sharing endogenous documents such as theses and dissertations in full-text format. The management of scientific databases, the development of reader services on digital platforms, as well as solutions to attract students to the library were discussed in detail, linked to operational practices.

Regarding e-learning and digital transformation, USSH, VNUHCM shared experiences in building and operating the LMS system on a new version of the Moodle platform, synchronized with academic management and course registration applications. Digital services for students have met most of their learning and administrative needs, from course registration, leave of absence requests, to information retrieval and online submission. The university is also preparing for the 2026–2030 digital transformation phase with a orientation toward heavy investment in infrastructure, data, and artificial intelligence applications.

One content that the Quy Nhon University delegation was particularly interested in was the development of a team for software development and AI applications in academic management and learner support. Organizational models, task assignment, as well as experience in investing in and deploying AI were thoroughly discussed by both sides, linked to practical problems at each unit.

Besides the official working program, the Quy Nhon University delegation toured and explored the actual library facilities of USSH, VNUHCM. The learning space system, equipment, technological infrastructure, and reader support services left many positive impressions, opening up practical suggestions for the process of improving library quality at Quy Nhon University in the near future.

The working session was an opportunity for the two units to strengthen connections, share experiences, and define cooperation directions, contributing to promoting university governance innovation, and developing libraries, e-learning, and digital transformation in a sustainable and effective manner.
