Announcement regarding the "Lighting up Belief" sponsorship scholarship program

Based on Official Dispatch No. 106/QPT-TT&QHDN dated September 4, 2025, regarding the implementation of the "Lighting up Belief" scholarship program sponsored by PVcombank;
In order to support students with difficult backgrounds in covering part of their expenses in the new academic year and throughout their university studies, the University is implementing the "Lighting up Belief" scholarship program sponsored by Vietnam Public Joint Stock Commercial Bank (PVcombank), specifically as follows:
1. Scholarship value
Scholarship value: up to 15,000,000 VND/semester, including tuition and living expenses, specifically:
- Tuition fees: according to the student's tuition rate and a maximum of 12,000,000 VND/student/semester;
- Living expenses: 3,000,000 VND/student/semester.
2. Scholarship criteria
a) University admission score: students admitted to university based on the high school graduation exam score method must have achieved 21 points or higher (excluding priority points), applicable to other admission methods with equivalent grading scales;
b) Family background: having especially difficult circumstances, lacking the economic conditions to support the student during their university studies (The "Lighting up Belief" Fund will visit the home and locality to verify);
c) High school academic performance: at least achieving the title of advanced student for 03 consecutive years (priority given to excellent students for 03 consecutive years, having achieved provincial/city, national, or international awards).
3. Regulations and evaluation criteria for receiving and maintaining the scholarship
- The scholarship is awarded per semester through the Viet Nam National University Ho Chi Minh City Development Fund. Students are sponsored with the scholarship throughout their study period (04 years) according to the Fund's regulations;
- Students choosing to study in programs (majors) with tuition exemptions and living allowance subsidies are not eligible for the scholarship;
- Students who have not received full, regular scholarships from other organizations or individuals;
- After each semester, the "Lighting up Belief" Fund conducts interviews to evaluate the renewal of the scholarship for the next semester;
a) Students meeting the following conditions will continue to receive the scholarship:
- Semester average score ≥ 7.0; no course results below average: receive 100% of the scholarship;
- Semester average score ≥ 7.0 but having course results below average or semester average score from 6.5 to < 7.0: receive 80% of the scholarship;
- Semester average score from 6.0 to < 6.5: receive 60% of the scholarship;
- Semester average score below 6.0: no scholarship for the semester;
- Training results at school: achieve Good grade or higher;
- Results of training courses organized by the "Lighting up Belief" Fund (if any): meet the requirements.
- Meet requirements in the scholarship renewal interview. In case of failure, the interview committee may recommend deducting a percentage of the scholarship or suspending the scholarship for the term; meanwhile, the student is required to commit to meeting the requirements in the next semester;
- In case a student fails to meet the scholarship requirements for 02 consecutive semesters, the Fund's Executive Board will conduct a re-interview, review, and make a decision (suspending the scholarship or providing an additional opportunity for improvement in the next semester);
b) In case of scholarship suspension:
- The student voluntarily requests to stop receiving the scholarship because they have obtained a better scholarship or their living conditions have improved and they can support themselves. Or:
- The student is disciplined, voluntarily skips exams, or drops out of school. Or:
+ The student has academic results for 02 consecutive semesters that are not eligible for scholarship renewal, the Executive Board makes a decision. Or:
+ The student has poor attitude/conduct; the Executive Board and the Student Affairs Department of the "Lighting up Belief" Fund in the region recommend suspending the scholarship.
4. Application documents for the scholarship
- Scholarship application form (download template here);
- Citizen identification card (notarized copy);
- University admission letter and notarized copy of high school transcript;
- Poor household certificate, near-poor household certificate, local confirmation of difficult family circumstances (notarized copy), and other evidence of family circumstances (if any);
- Copy of certificates of merit, awards, achievement certificates (if any);
- Original confirmation of tuition fees from the training institution.
5. Time and place for receiving applications
- Time: from the date of the announcement until October 10, 2025.
- Place for receiving applications at the Student Affairs Department at both campuses:

The University will pre-screen and nominate students who meet the program's criteria.
The Student Affairs Department requests the Department Boards to notify students so they are aware and apply within the above time frame.
